Stair climbing is great for building muscle but for me personally what made my feet alot faster was jumping rope 5 days a week for as long as I could. It seems a bit strange at first, but I promise it helps wonders for your foot speed. It's also a great cardio workout.
I first got into it when i watched Lennox Lewis train. I was in awe that a man so big and muscle bound could jump rope better than a 6 yr. old girl at recess!
